The line that I take for my title, spoken by Bayes in the Duke of Buckingham’s The Rehearsal (1671/5), encapsulates the enthusiasm, hope and fear of a society transformed by its attention to what Thomas Sprat, in the Royal Society’s first manifesto, called “things themselves”—the new focus of the New Science. My project centers on the familiar but little-studied satiric figure of the “virtuoso,” the gentleman scientist who appears in plays throughout this period and serves as a lightning rod for a host of cultural anxieties. Satires of the virtuoso, I argue, are always talking about something else: the politics of the moment, the proper ordering of sexual and domestic roles, the dangers of irrational spectatorship, or the allure of allegedly useful “projects.” My study probes the complex role played by natural philosophy in a culture that by was being transformed by the emergence of mass entertainment, popular science, incipient capitalism, and party politics. As the virtuoso natural philosophy of the Restoration gave way to the Newtonian “public science” of mid-century, theatrical satires of science focused attention on the political and economic appropriations of natural philosophy, but above all made visible the vexed role that spectacle played in the manufacture and dissemination of scientific truth. With chapters that analyze Thomas Shadwell’s The Virtuoso (1676) and Thomas Durfey’s Madam Fickle (1677); Aphra Behn’s The Emperor of The Moon (1687), Nehemiah Grew’s Musaeum Regalis Societatis (1685) and Exclusion Crisis political spectacles; John Gay, Alexander Pope and John Arbuthnot’s Three Hours after Marriage (1717) and Susanna Centlivre’s A Bold Stroke for a Wife (1718); and the Harlequin Doctor Faustus pantomimes (1723–4) and the popular Newtonian lectures, this project traces the rise and fall of virtuoso satire on stage in order to trace the far-reaching cultural effects of the seventeenth-century epistemic shift that privileged “matters of fact,”

Not surprisingly, Shawn Mullins’ association with Sony didn’t last long. His sophomore release for the label never found its intended audience, and with eclectic singer/songwriters not exactly in vogue in 2005, he found a more comfortable and logical home at Vanguard. Here was a company that thrived on, and had successful experience with, promoting other artists with idiosyncratic folk and folk-rock styles similar to Mullins. The feeling was mutual, since Mullins delivers a gem of an album with 9th Ward Pickin’ Parlor. With acoustic tracks recorded at the titular New Orleans studio, pre-Hurricane Katrina, Mullins has crafted a diverse offering that encompasses folk, rock, Celtic, and country, often interlocking in the same tune. He aims for early Black Crowes territory on the gospel-laced “Faith,” and gives a personal spin to a self-penned murder ballad “Cold Black Heart,” which is dominated by his work on charango, an Andean mandolin. The mandolin also plays a prominent role in “Homemade Wine,” a moody story-song ballad about leaving town that takes advantage of Mullins’ deep, expressive voice. “All Fall Down” finds its rocking heart in the Beatles’ “I Want You,” especially as it builds in intensity with circular chords that accentuate the melody. The disc’s first single, the harder-edged “Beautiful Wreck,” is also better than anything on the short-lived Thorns’ project, a band in which Mullins shared the stage with Matthew Sweet and Pete Droge (Droge helped co-write the track). Mullins goes traditional religious on the waltz-timed “Lay Down Your Swords, Boys,” which culminates in full Salvation-Army-band mode with backing vocals. Mullins taps into his inner James Taylor on the bluesy “Solitaire,” and closes out the album with a moving version of “House of the Rising Sun” that builds from acoustic to electric instrumentation as the singer interestingly takes the original female voice of the protagonist. The photographers of the Clinton County project—there were nearly twenty of them—did not work quickly; they studied the lay of the land, met people, drove the streets and alleys of every community, and knocked on several hundred doors. It was the photographic equivalent of bringing the Special Forces into Clinton County to chase down insurgent photographs. In Australia, as in many countries, cultural and linguistic diversity poses particular challenges for mental health professionals assessing clients from diverse cultures. Previous research shows cross-cultural differences in manifestations of mental disorders are associated with disparities in mental health service provision. The 5-stage project reported in this book is guided by a program logic framework. Context analysis of population and mental health data shows disparities in treated prevalence for mental disorder, involuntary admission, and diagnosis of clients from ethnic communities. A key question to ask when developing a software application is: “How much time and effort will the software project take?” We would like an answer to this question early in the software development process, such as the Design Phase, to better allocate limited resources. We critique several existing effort metrics and show their weaknesses. Because of these limitations, we have developed an effort metric that: is object-oriented based on UML; is process-automatable; can be used in either a programming or database software environment; can be applied during any stage of the Design Phase—early, mid, or late; and, analytically refines the development effort for software testing.;Three distinct UML approaches are shown to calculate effort corresponding to the early, mid, and late stages of design using Carlson’s UML Design Methodology. In early-design, the focus of the effort calculation is on the objects and their Requirement Responsibilities parameter, shown with the Object-Relationship Diagram, to estimate effort as Object Points. In mid-design, the focus of the effort calculation is again on the objects, but instead, uses the object’s average fan-in and fan-out parameter, shown in the Interaction Diagram, to estimate effort as Interaction Points. In late-design, the focus of the effort calculation is on the individual messages sent and received by the objects, shown in the Interaction Diagram, to estimate effort at the micro-level as Message Points. Here the attributes in each message are analyzed as the parameter using the assistance of the Class Diagram. The messages and Message Points are then counted and accumulated, respectively, by sub-transaction to estimate effort at the macro-level as Transaction Points. We show how to convert Transaction Points into person-hours and how to adjust them to include additional software testing time, which is often underestimated. Finally, student design data is gathered and statistically analyzed to show a high degree of

Why Projects Fail? Part 5

(This is part 5 of a series of 10 posts: Why projects fail?)

This article deals with the fifth of the OGC’s eight causes of project failure: too little attention paid to breaking down the project into manageable stages. Strikingly, this was the only possible cause of failure identified by the NAO report as not a factor in the failure of the C-NOMIS project.

The PRINCE2 ‘manage by stages’ principle requires all projects to have at least two stages: the initiation stage (when the information required to authorize and implement the project is assembled) and the stage(s) after (when the project is carried out and the project output delivered). Management by stages enables the Project Board to review the project at appropriate intervals and decide whether to commit further resources; it also means that detailed plans can be made just before the beginning of a stage, rather than all at the start of the project.

The C-NOMIS project included a pilot/trial stage, which proved to be a valuable learning experience for the project management team. The division of the project into management stages also allowed the organisation (NOMS) to re-evaluate the project when it exceeded its tolerance levels, and to prevent further resources being committed to the project until it had been re-scoped and shown to provide business justification.

More active corporate/programme management involvement in the project might have prevented C-NOMIS failing in the first place. However, the use of PRINCE2 management stages meant that the project could be halted without full resources already having been committed.
Summary and solutions

The number and length of management stages on a project depends on the length and complexity of the project. More frequent and shorter stages enable a higher degree of senior management control; less frequent and longer stages save management overheads and place more responsibility in the hands of the project manager. When deciding how to distribute management stages, project/programme managers should take the following factors into account:

* Risk appetite of the organisation and risk profile of the project;
* Length and complexity of the project;
* Experience of the project manager;
* Timing of technical stages (e.g. the end of a stage may coincide with the delivery of a specific product).

The concept of management stages is dealt with in detail in our regular PRINCE2 training courses.
Looking ahead …

The use of management stages prevented the problems on the C-NOMIS project from spiralling out of control. In my next post I am going to examine the sixth of the OGC causes of project failure – evaluation of the Business Case driven by initial price rather than by value for money.
